Human Resources Manager (Temp- FMLA Coverage) Contract Start Date: April 21, 2025 Contract End Date: Anticipated November 2025, subject to change Location: Oakland, CA Hours: 35-40/week, Onsite Monday through Friday (7-3, 8-4 or 9-5)
Position Summary:
Our client is a leading exporter of fresh product around the world. We are seeking a stellar HR Leader to support the team from April until November while the permanent HR Manager is out of office. This one-person department is part of the management team. The HR Manager manages hiring and terminations, benefit management, record-keeping, payroll, and HRIS (Paylocity) management.
Essential Job Functions:
Personnel:
Coordinates with management to evaluate personnel needs. Recruits, interviews, tests, and selects employees to fill vacant positions.
Plans and conducts new hire orientation to foster positive attitude toward company’s goals. They ensure that new employees receive office equipment and technology that is needed.
Leads management in establishing employment policies listed in the Company’s Handbook. Annually, they update the Employee Handbook based on new employment laws.
Guides management on proper procedures for recruitment, interviewing, hiring, terminations, and disciplinary action. Advises management on appropriate resolution of employee relations issues.
Prepares employee separation notices and related documentation. Conducts exit interviews to determine reasons behind separations.
Administers health benefits programs such as health, dental, vision, life insurance, etc. Updates management and supervisors on the plans. Maintains open-door assistance for employees with questions on benefit plans. Is in constant communication with health care vendors and brokers.
Leads the annual review of benefit plans with management, arranging meetings with benefit providers, and analysis of benefit proposals.
Support departments in developing and delivering strategic HR plans that fit with the overall business direction.
Investigates workmen’s compensation or other business accidents and prepares reports for insurance carriers. Acts as Safety Director.
Works closely with the Controller to provide them with employee related reports. Collaborate with Controller to ensure the HRIS is up to date.
Represents organization at personnel-related hearings and investigations. Writes and delivers presentations to corporate officers or government officials regarding human resources policies and practices.
Responds to inquiries regarding policies, procedures, and programs.
Oversees the daily workflow of the department.
Assists with facilities.
Record Keeping and Reporting
Develops and maintains a HR record-keeping system that meets legal information needs.
Provides records as required for annual audits of: ESOP and 401K/Profit Sharing Plans;Workmen’s compensation;Corporate;and others as required.
Keeps records of benefits plans participation. Such as: insurance and pension plan, personnel transactions like new hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
Analyzes wage and salary reports and data to determine competitive compensation plan.
Consults legal counsel to ensure that policies comply with federal and state law.
Support the accounting team by providing and tracking all benefit invoices.
Oversees the HRIS, such as Paylocity.
Responds to all U.S Census that are regarding employee operations.
Payroll
Oversees time and labor: vacation, sick leave, leave of absence, and employee assistance.
Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
Prepares and maintains accurate records and reports of payroll transactions.
Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
Facilitates audits by providing records and documentation to the Controller.

Supervisory Responsibilities:
Supervises Oakland office receptionist
Supervises clerical assistant and temporary staffing as needed.
