Our client is a construction management firm supporting a large public-sector educational facilities program in Los Angeles. They are seeking a Project Manager –Planning & Development M&O to oversee the planning, development, design, procurement, and closeout of facility improvement and modernization projects across a diverse portfolio of educational facilities.
This role is responsible for managing projects from inception through closeout, coordinating with design teams, public agencies, utility providers, consultants, and contractors, while ensuring projects remain aligned with approved scope, budget, schedule, and program objectives. The position works closely with project teams, stakeholders, consultants, contractors, and public agencies to support successful project delivery throughout the planning, design, bid, award, construction, and closeout phases.
This role supports educational modernization and facility improvement projects within a large public-sector program environment.
This is a full-time, on-site role based in Los Angeles. Key Responsibilities:
Manage and oversee all phases of assigned projects including planning, project development, design, procurement, construction support, and project closeout.
Coordinate with design teams to ensure projects remain aligned with approved scope and program objectives.
Prepare reports, presentations, and project updates for leadership regarding project status, risks, budgets, and progress.
Coordinate with public agencies, utility providers, and regulatory organizations to support project approvals and requirements.
Monitor project budgets and expenditures and ensure financial reporting accurately reflects project status.
Review project progress and ensure project activities remain within approved project definitions and objectives.
Support contract administration, bid planning, procurement activities, and consultant management.
Implement project policies, procedures, and program standards while identifying opportunities for improvement.
Evaluate emerging strategies, technologies, and initiatives that may impact program objectives and project delivery.
Collaborate with technical personnel to develop project budgets and cost estimates.
Support multiple concurrent projects and perform additional project management duties as required.
Mandatory Requirements:
(Candidates must meet all requirements)
Minimum 10 years of full-time professional experience managing public, educational, institutional, or commercial construction projects.
Experience managing projects through the full lifecycle including planning, design, project development, procurement, construction, and closeout.
Experience managing multiple concurrent projects.
Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field.
Certified Construction Manager (CCM) credential may substitute for the education requirement.
Additional qualifying experience may be substituted for education requirements on a year-for-year basis.
Strong knowledge of project management, project planning, budgeting, procurement, contract administration, and construction management practices.
Experience coordinating with public agencies, consultants, contractors, utility providers, and project stakeholders.
Strong communication, leadership, problem-solving, and organizational skills.
Ability to work full-time on-site in Los Angeles.
Preferred Qualifications:
Experience supporting educational facility modernization or campus improvement programs.
Experience managing public-sector capital improvement projects.
Experience overseeing multiple concurrent educational construction projects.
Experience supporting planning and development initiatives within facilities or capital programs.
Knowledge of California public-sector construction processes and regulatory requirements.
Professional certifications such as CCM, PMP, PE, RA, LEED, or similar credentials.
Experience supporting large educational or institutional facility programs.
