About Our Client: Our client is a full-service project and construction management consulting firm with over 20 years of experience supporting large-scale infrastructure programs in the Los Angeles area. They are currently looking to hire a Program Controls Specialist for a long-term assignment supporting a major public institution. This is a 100% on-site role based in downtown Los Angeles.
This opportunity is ideal for experienced project controls professionals with strong analytical, scheduling, and budgeting experience in public-sector environments.
Candidates must meet all mandatory requirements outlined below.
Responsibilities and Duties:
Support responsibilities related to cost control, budget tracking, data management, and reporting
Assist with implementation of project control tools and procedures aligned with best practices
Collaborate with senior program controls staff and management to support strategic decision-making
Conduct detailed analysis and validation of project data to ensure accuracy
Organize program and project-level information to enable timely and accurate reporting
Develop reporting outputs that support communication to stakeholders and leadership
Contribute to the development of new procedures related to budgets, estimates, and schedules
Provide documentation support for program controls processes and policies
Support internal and external audit processes
Review proposed project budget or scope changes for proper documentation and justification
Troubleshoot issues related to budget, scope, schedule, or documentation in coordination with other departments
QualificationsRequired Experience:
6 years of full-time, paid professional experience in project controls work, including:
Planning, budgeting, estimating, forecasting
Scheduling, cost control, and project reporting
Of that experience, 3 years must be in a government agency or infrastructure construction project, using tools such as:
Oracle Primavera, Contract Manager, Unifier, or Timberline (or equivalent)
Required Education:
A bachelor’s degree from a recognized college or university in one of the following fields:
Engineering, Construction Management, Information Technology, Finance/Accounting, or Business Administration
(Additional experience may be accepted in lieu of education on a year-for-year basis)
Required Skills:
Proficiency in Microsoft Office
Strong written and verbal communication skills
Superior organizational and planning skills
Ability to work effectively with cross-functional teams and internal stakeholders
