Regional Manager - Supportive and Affordable Housing

Job Description


Step into a pivotal leadership role where your expertise in supportive and affordable housing will directly shape the stability, safety, and success of residents across the region. Key Responsibilities: 
  • Provide leadership, direction, and performance management to property and program teams across the regional portfolio.
  • Oversee day-to-day operations of supportive and affordable housing communities, ensuring consistent service delivery and high standards of property and program management.
  • Manage regional budgets, monitor financial performance, and implement cost controls to meet revenue, expense, and occupancy targets.
  • Ensure full compliance with federal, state, and local regulations, including fair housing laws, funding requirements, and agency reporting standards.
  • Coordinate with case management and resident services staff to support resident stability, engagement, and progression toward individualized goals.
  • Analyze operational and program data to track key performance indicators, identify trends, and implement corrective actions and improvements.
  • Lead strategic planning and program development initiatives, including new service models, partnerships, and funding opportunities.
  • Serve as the primary regional liaison with internal leadership, external partners, and community stakeholders, representing the organization’s mission and priorities.

 

Key Requirements: 
  • Proven experience in a leadership or regional management role within supportive housing, affordable housing, social services, or a closely related field.
  • Demonstrated ability to lead, coach, and develop multidisciplinary teams across multiple sites.
  • Strong knowledge of supportive and affordable housing program operations, including occupancy management, resident services coordination, and property oversight.
  • Solid budgeting and financial management skills, with experience managing multi-site or program-level budgets.
  • In-depth understanding of regulatory compliance and fair housing laws relevant to affordable and supportive housing.
  • Experience working with case management and resident support models, with an understanding of trauma-informed and person-centered approaches.
  • Proficiency in data analysis and performance reporting, including use of software systems to track outcomes and inform decisions.
  • Proven capability in strategic planning and implementation within a housing or human services environment.

 

Desirable Skills: 
  • Experience managing HUD, LIHTC, or other subsidized housing programs. 
  • Background in developing or scaling supportive housing programs or service models. 
  • Familiarity with local Pittsburgh/Western Pennsylvania housing markets, providers, and funding streams. 
  • Experience cultivating partnerships with community organizations, healthcare providers, and public agencies. 
  • Ability to design and implement quality improvement initiatives and staff training programs.

 

Qualifications: 
  • Hold a Bachelor’s degree from an accredited school or have 5 years of property management experience or have an equivalent combination of education and experience.
  • Have knowledge of HUD Subsidy Programs and be proficient in evaluation and presentation of financial reporting.
  • Possess a valid Driver’s License with access to a registered and insured vehicle for travel approximately 60-75% of the time.
  • Obtain Real Estate License within 9 months of employment (preferred at time of hire).
  • Demonstrate excellent communication, basic computer skills, and be able to provide exceptional customer service.

  • Certified Apartment Manager (CAM)
  • Accredited Resident Manager (ARM)
  • National Apartment leasing Professional (NALP)
  • Certified Occupancy Specialist (COS)
  • Tax Credit Specialist (TCS)
  • Fair Housing and LIHTC Training
