Our client is a construction management firm supporting a large aviation infrastructure modernization program in Los Angeles. They are seeking a Project Controls III professional to support cost controls, contract performance analysis, forecasting, reporting, and project controls oversight activities across large-scale capital improvement projects.
This role is responsible for reviewing project cost and contract performance, performing independent project controls analysis, supporting budgeting and forecasting activities, and assisting with risk management, reporting, and audit support functions throughout the project lifecycle. The position works closely with project controls teams, finance teams, estimating teams, risk management personnel, and program leadership to support accurate cost reporting, financial controls, forecasting, and capital program oversight.
This position follows a hybrid schedule:
Remote: Monday and Friday
On-site: Tuesday, Wednesday, and Thursday
Key Responsibilities:
Review project cost and contract performance data and report variances, trends, and risks across the Capital Program
Support development of project controls policies, procedures, reporting standards, and cost management processes
Perform independent analysis of project cost and contract performance throughout the project lifecycle including budgeting, invoice processing, progress reporting, resource management, forecasting, and project closeout
Assist with development and administration of program service budgets and expenditure forecasting activities
Collaborate with risk management teams to support project and program risk analysis and reporting
Support cost recording, monitoring, forecasting, and reporting practices to ensure consistency and compliance with program standards
Collaborate with finance, estimating, and project controls teams regarding capitalization, asset management, forecasting, and reporting activities
Support internal and external audit response efforts related to project controls and capital program activities
Assist with training and support of cost engineering and project controls staff
Mandatory Requirements:
(Candidates must meet all requirements)
Minimum 15+ years of project controls experience supporting large-scale construction or infrastructure programs, preferably within aviation environments.
Previous project controls experience supporting large-scale, multi-million-dollar capital improvement or infrastructure projects.
Experience supporting aviation-related projects and evaluating/reporting on at least two alternative project delivery methods.
Bachelor’s degree in Engineering, Project Management, Business, or related field. Master’s degree preferred.
Strong knowledge of cost controls, budgeting, forecasting, project reporting, contract performance analysis, and capital program management.
Strong communication, stakeholder coordination, analytical, and organizational skills.
Demonstrated ability to work within complex technical construction and infrastructure program environments.
Proficiency with Microsoft Office Suite, PMIS systems such as PMWeb or similar platforms, and Adobe Acrobat.
Experience with Primavera P6 or related project controls software is preferred.
Ability to work within a hybrid schedule in the Los Angeles / LAX area.
Preferred Qualifications:
Experience supporting airport, aviation, transportation, or other large public-sector infrastructure programs.
Experience with cost engineering, estimating, scheduling, forecasting, or risk management disciplines.
Professional certifications such as AAAE, LEED, PMP, PE, AICP, PMI-SP, or similar credentials.
Experience supporting large-scale capital programs and executive-level reporting environments.
