About the Role:
As Assistant Community Manager, you will support the Community Manager in the daily operations of a Section 8 and/or LIHTC community, ensuring all activities meet HUD, LIHTC, and applicable federal, state, and local regulations. You will play a key role in occupancy management, resident relations, and regulatory compliance, particularly in the absence of the Community Manager. Your work will help safeguard program integrity, maintain strong financial performance, and enhance resident satisfaction.
Key Responsibilities:
* Assist in the daily operations of a Section 8 and/or LIHTC community serving elderly residents, ensuring adherence to HUD, LIHTC, and all regulatory requirements.
* Administer affordable housing programs by processing resident eligibility certifications, recertifications, income verifications, rent calculations, and required documentation, ensuring all recertifications are completed on time.
* Ensure accurate and timely completion of move-ins, annual and interim recertifications, and compliance reporting in line with program rules.
* Maintain resident files to HUD and LIHTC standards and prepare documentation for audits, inspections, and compliance reviews.
* Support supervision of on-site staff, including maintenance and administrative personnel, by assigning work and addressing disciplinary matters in accordance with company policy in the Community Manager’s absence.
* Coordinate with maintenance staff to ensure apartments and common areas are safe, clean, accessible, and well-maintained, with particular attention to the needs of elderly residents.
* Assist with leasing activities, including tenant screening, lease execution, renewals, and waitlist management using property management software, in compliance with fair housing requirements.
* Handle resident relations by responding to inquiries, managing conflicts using effective conflict resolution techniques, and maintaining high customer service standards.
* Participate in the development and implementation of marketing strategies for leasing, including community partnerships, advertising, and outreach activities.
* Maintain delinquent rent records, follow up with residents to support timely collections, and monitor occupancy levels to meet program and property performance goals.
* Enforce leases, house rules, and community policies consistently and fairly, ensuring compliance with Fair Housing laws, HUD regulations, and accessibility requirements.
* Collaborate with Service Coordinators, social service providers, and community agencies to support resident needs and enhance community engagement.
* Support emergency response procedures and help ensure staff are trained in safety and emergency protocols appropriate for the resident population.
* Monitor the maintenance and appearance of buildings, units, and grounds to uphold curb appeal, resident satisfaction, and preventative maintenance standards.
* Identify and suggest innovative approaches and help implement performance improvement opportunities while maintaining strict confidentiality.
Key Requirements:
* Experience in property management, affordable housing, or a related administrative role, preferably within HUD-assisted and/or LIHTC communities.
* Working knowledge of Section 8, LIHTC, and other affordable housing program requirements, or strong aptitude to learn regulatory frameworks quickly.
* Proficiency with property management software and standard office applications (e.G., Microsoft Office) for leasing, reporting, and file management.
* Strong organizational skills with the ability to manage multiple priorities, deadlines, and detailed documentation accurately.
* Demonstrated ability to provide professional, courteous customer service to elderly residents and diverse stakeholders.
* Effective verbal and written communication skills for interaction with residents, staff, vendors, and external agencies.
* Proven ability to handle confidential information with discretion and maintain compliance-related records.
* Capacity to assist in staff oversight, including assigning tasks and supporting performance management in alignment with company policies.
* Ability to interpret and apply policies, procedures, and housing regulations in day-to-day operations.
Desirable Skills:
* Prior experience working with elderly or vulnerable populations in a housing or social services setting.
* Familiarity with HUD and LIHTC compliance software and electronic file systems.
* Experience in rent collection processes and basic understanding of property-level financial performance.
* Background in conflict resolution, mediation, or resident engagement initiatives.
* Knowledge of local community resources, social service providers, and senior support programs.
* Experience contributing to marketing and outreach strategies to maintain high occupancy.
Qualifications:
* Associate’s degree or equivalent from an accredited institution, OR at least 6 months of relevant experience, OR an equivalent combination of education and experience.
* Valid Driver’s License with access to a registered and insured vehicle.
* Certified Tax Credit Specialist, Certified Occupancy Specialist (HUD), or equivalent certification obtained within 18 months of hire.
* Real Estate License to be obtained within 9 months of employment.
